HAITI DOES NOT NEED A FOREIGN INVATION – IT NEEDS POLICE REINFORCEMENT AND A SPECIAL WHITE HOUSE ENVOY WITH CULTURAL COMPETENCY TO HELP BRING THE PARTIES TO FINAL RESOULTION LEADING TO FREE AND DEMOCRATIC ELECTIONS WITHIN 12 MONTHS.

Washington, DC – The Haitian Diaspora Political Action Committee (HDPAC) is emphatically against
any foreign armed intervention in Haiti. The Haitian police needs reinforcement, equipment, and
logistical support in order to establish peace and security in Haiti. The G7 countries can provide up to
800 police advisers and those with experience and training in fighting gangs. believe that there is a need
for real technical support from the USA in order to bring peace, security and stability to Haiti and the
realization of free and fair elections. There is no need for armed intervention by foreign forces or the UN.
To bring peace to the streets and unblock traffic, fuel distribution, and fight armed gangs, the US has
plenty of ways to do it.
And, in a very direct, fast and effective way, they can: 1. Freeze the assets of all Haitian-American citizens
involved in the supply of weapons and ammunition to armed gangs, 2. Freeze the bank accounts of all
Haitian actors involved in trafficking in weapons and ammunition with the gangs. 3. Identify and return
to Haiti all family members of Haitian actors living in the USA and implicated in the arms and
ammunition trade with the gangs. 4. Cancel for at least 10 years the visas of any Haitian person from the
political, economic, and financial class involved in relations with armed gangs. 5. Revoke residencies and
criminalize any Haitian in the US operating with armed gangs in Haiti. 6. The judicial system must be
strengthened and restored to confidence. Some serious judges must return for this purpose.
In addition, formal Technical Assistance can be put in place to transform the quality of the security forces
in Haiti, between 2 and 6 months, to: 1. Equip and complete the means of action of the PNH and FADH
2. Use escorts US with anti-gang officers who speak Creole and of Haitian origin, 3. Neutralize gang
leaders systematically, 4. Build capacity to collect, process and use security information,5. Accompany and
maintain services against drugs and illicit substances. 6. Maintain communication on the operation not as
a foreign intervention, but strict technical assistance to the Haitian authorities, 7. Avoid any involvement
of the UN in this affair. Haitians have no trust or respect for UN members. Because they bring disease,
prostitution, vagrancy and support for gangs. Remember that only the USA still has a little leadership in
the eyes of Haitians.
