HDPAC Resolutions

HDPAC RESOLUTIONS ADOPTED BY THE EXECUTIVE COMMITTEE OF HDPAC  

The Executive Committee of HDPAC during one of its official meetings adopted the following Resolutions:

 

Resolution 101

  1. Prior to any meeting with government officials, elected officials, policy makers, stakeholders, and other thought leaders, the executive committee shall hold a meeting to discuss the following:
  2. Purpose of the meeting
  3. Preparation of talking points
  4. Identify who will lead the meeting and possible invitees  
  5. Under no circumstance a person who had not been vetted shall be allowed to speak on behalf of HDPAC, except in the case where the person is being invited as an expert to present facts and opinions relating to a specific matter. Event in those circumstances, the executive committee shall request a written copy of the presentation in advance.  
  6. It is the policy of the executive committee that all information provided to any thought leaders about any matters shall be vetted, certified, and ascertained to be correct. 
  7. For all such meetings the Executive committee shall prepare an agenda and the person leading the meeting shall distribute and present the agenda at the meeting. Said person shall facilitate the discussion and ensure that the meeting commences and ends on time.
  8. This resolution shall take effect immediately upon approval by and signature of the president of HDPAC. Should the president neglect to execute same within seventy-two hours after being presented with such resolution, the resolution shall be adopted and become an official rule of HDPAC. 
 
 

Resolution 102

The Executive Committee of HDPAC during one of its official meetings adopted the following resolution:

  1. It is the official policy of the Haitian American Political Action Committee not to engage or express any opinions with respect to any political activities in support of or against any candidate for elective office in the Republic of Haiti. To maintain its working relationship with any duly elected government of Haiti, all official members of HDPAC are hereby forbidden to: 
  2. Speak publicly in support of any candidate running for offices in Haiti;
  3. Act in a way that seems to suggest or give the impression that HDPAC is in support of a particular candidate for public office in Haiti.
  4. Appear in public meetings with any candidate running for office in Haiti, wearing HDPAC paraphernalia e.g., T-shirts or hats and buttons.
  5. Make public comments that would lead a reasonable person to conclude that HDPAC is in support of a particular candidate.
  6. Nothing in this rule prevents a person from personally supporting a candidate if the person makes it clear that HDPAC is not endorsing or supporting such candidates.  Members of the Executive Committee and the Board of Directors must show restraint as to not participate in public events with Haitian candidates running for offices in Haiti that may leave a public impression that HDPAC is supporting such candidate.
  7. This resolution shall take effect immediately upon approval by and signature of the president of HDPAC. Should the president neglect to execute same within seventy-two hours after being presented with such resolution, the resolution shall be adopted and become an official rule of HDPA

 

Resolution 103

The Executive Board of HDPAC during of its official meetings adopted the following resolution:

  1. It is the official policy of HDPAC to interview all candidates for public offices in the United States regardless of party affiliation. The process shall be as follows:
  2. The political steering committee in conjunction with the National Advisory Council shall identify candidates for national, state, and local offices and make recommendations to the Executive Committee. 
  3. The Political steering committee shall interview the candidates, collect all pertinent information and policy positions of the candidate and forward same in a written report to the Executive Committee. Upon receiving the information, the Executive Committee shall invite the candidate or his or her official surrogate for an interview with the HDPAC Board of Directors. 
  4. The support of any candidate for public offices in any country other than Haiti must be endorsed by the Board of Directors.  
  5. No HDPAC resources, financial or otherwise shall be spent on behalf of a candidate for public office unless approved by the Board of Directors.
  1.   Nothing in this rule prevents an official of HDPAC from donating money and other resources to a candidate running for offices in Haiti so long as those resources do not belong to HDPAC. 
  2. This resolution shall take effect immediately upon approval by and signature of the president of HDPAC. Should the president neglect to execute same within seventy-two hours after being presented with such resolution, the resolution shall be adopted and become an official rule of the Executive Board of HDPAC.
